DLD Fees in Dubai 2026: The 4% Transfer Fee and Every Other Charge

September 23, 2026

Short answer: The biggest of the DLD fees is the 4% property transfer fee. The Dubai Land Department splits it 2% to the buyer and 2% to the seller, but by market convention the buyer usually pays the full 4%. On top of that come small fixed DLD charges (AED 250 title deed, AED 250 unit registration, AED 225 map, AED 20 knowledge and innovation fees), a registration trustee fee of AED 4,000 + VAT for properties of AED 500,000 or more, and 0.25% of the loan if you register a mortgage. On a ready AED 5 million villa bought through an agent, total transaction costs come to roughly 6.2% in cash, or about 7.3% with a mortgage.

Key takeaways

  • The 4% transfer fee is the only large DLD fee. Everything else the DLD charges on a sale adds up to well under AED 1,000.
  • The 4% is legally split 2%/2%, but buyers pay the whole of it in most Dubai deals. It is negotiable, and developers often absorb it as a sales incentive on new launches.
  • Off-plan purchases pay the same 4% at Oqood registration, which must happen within 90 days of signing the sale agreement.
  • Budget 6% to 7.5% on top of the price once agency commission, trustee and mortgage costs are included. Most of that is due on transfer day.
  • The 4% has not changed in 2025 or 2026. The First-Time Home Buyer programme offers priority access and preferential pricing, not a fee waiver.

What are DLD fees?

DLD fees are the charges the Dubai Land Department (DLD) levies to register a change of ownership, a new off-plan sale or a mortgage in the Dubai real estate register. They are paid at the moment of registration, usually at a registration trustee office, and ownership does not transfer until they are paid.

They are also a very large number in aggregate. Dubai recorded about 86,000 property sales worth AED 286.4 billion in the first half of 2026, out of AED 419.9 billion in all real estate transactions, according to DLD data reported in July 2026: 58,840 off-plan deals worth AED 139.75 billion and 27,160 ready deals worth AED 146.69 billion. At 4%, that is roughly AED 11.5 billion of transfer fees in six months.

Because the figures are set by the DLD and published on its service pages, they are not negotiable in themselves. What is negotiable is who pays them, which is where most of the confusion comes from.

Apart from the 4%, the DLD's fixed fees on a sale add up to about AED 745.

These are the fees on the DLD's property sale registration service for a completed villa or apartment, checked in September 2026.

Fee Amount Paid by (convention)
Transfer fee 4% of the price (2% buyer + 2% seller) Buyer, usually all 4%
Title deed issuance AED 250 Buyer
Unit registration (villas and apartments) AED 250 Buyer
Map fee AED 225 (Dubai Municipality areas) or AED 100 Buyer
Knowledge fee AED 10 Buyer
Innovation fee AED 10 Buyer
Registration trustee fee AED 4,000 + VAT (price AED 500k+); AED 2,000 + VAT (below AED 500k) Buyer

Two practical notes. The transfer fee is charged on the registered sale price, and the DLD can apply its own valuation where a declared price looks low, so under-declaring is not a saving. And the fees are paid by manager's cheque or electronic transfer at the trustee office on the day, so buyers need the money in a UAE account in advance rather than arriving from abroad the same morning.

Many guides roll the fixed charges into a single "DLD admin fee" of around AED 580. The DLD's current schedule itemises them instead, and they total AED 620 to AED 745 depending on the map fee. The AED 4,200 you will also see quoted is simply the trustee's AED 4,000 plus 5% VAT, not a DLD charge.

Who pays the 4% DLD fee, buyer or seller?

A property agent meeting a couple of buyers at an office table with a laptop
The 4% is split 2%/2% on paper, but the buyer usually pays all of it.

On paper, both. The DLD's fee schedule allocates 2% to the buyer and 2% to the seller. In the secondary market, however, the buyer usually pays the full 4%, and Form F, the RERA sale contract, will normally say so.

It is a negotiating point, not a law. In a slower market, or with a motivated seller, it is reasonable to ask the seller to cover their 2%. In a hot market for a scarce product such as a central villa, the seller rarely will.

On new off-plan launches the picture is different again. Developers frequently advertise "DLD fee waived" or "4% DLD paid" as an incentive. That is the developer paying the buyer's share out of its margin, and it is worth the same as a 4% discount, no more. Compare offers on the net price after incentives, not the headline.

The seller has costs of their own that the buyer never sees: a developer NOC fee, any mortgage discharge fees, and their share of agency commission if agreed. We cover the seller's side in selling property in Dubai: process and fees.

DLD fees on off-plan property (Oqood)

An off-plan purchase is registered in the DLD's Oqood system rather than issued a title deed straight away. The transfer fee is the same 4%, due when the sale is registered, not at handover.

Fee Amount
Oqood registration (transfer) fee 4% of the price (2% + 2%)
Knowledge and innovation fees AED 10 + AED 10
Developer self-registration on the Oqood portal AED 1,000
Deadline Within 90 days of signing the sale agreement

Because the 4% is due on the full price at the start, an off-plan buyer on a 10% or 20% deposit is paying a transfer fee equal to a fifth or more of their first instalment. Many developers let buyers pay the 4% alongside the booking amount; check the payment plan for exactly when it falls due.

At handover the Oqood is converted into a title deed. That conversion carries only the small fixed fees, not a second 4%. Mortgage registration and other DLD fees

A modern glass building in Business Bay, Dubai, framed by palm trees
Mortgage registration costs 0.25% of the loan, plus a trustee fee.

If you finance the purchase, the bank's charge over the property has to be registered with the DLD too. The DLD mortgage registration service charges:

  • 0.25% of the loan amount, plus the AED 250 title deed fee and the AED 10 knowledge and AED 10 innovation fees.
  • A service partner fee of AED 4,000 + VAT, or AED 5,000 + VAT for a provisional (Oqood) mortgage on off-plan property.

A few other DLD fees are worth knowing even though they do not arise on an ordinary purchase:

Transaction DLD fee
Gift to a first-degree relative 0.125% of the valuation, minimum AED 2,000, plus deed and map fees
Mortgage registration 0.25% of the loan + AED 270
Ejari (tenancy) registration AED 177.75 online

Selected other DLD fees, September 2026. See the DLD e-services pages for the full list.

The gift rate is the one families most often miss: transferring a property to a child or spouse costs 0.125%, not 4%, and is covered on the DLD gift registration page. Succession planning more broadly is covered in our guide to DIFC wills for Dubai property. Ejari is explained in Ejari registration in Dubai.

Worked examples: total DLD fees and costs in 2026

Two buyers smiling as they hold up the keys to their new property
On a financed AED 5 million villa, total costs are about 7.3% of the price.

The DLD fees are only part of what a buyer pays on transfer day. Here is the full picture at three price points, using the DLD schedule plus the standard market costs (2% + VAT agency commission, and for the financed case a bank arrangement fee of up to 1% and a valuation fee).

Cost AED 400k studio (cash) AED 1.5M apartment (cash) AED 5M villa (AED 4M mortgage)
DLD transfer fee (4%) 16,000 60,000 200,000
DLD fixed fees (deed, unit, map, knowledge, innovation) 745 745 745
Trustee fee incl. VAT 2,100 4,200 4,200
Agency commission 2% + VAT 8,400 31,500 105,000
Mortgage registration (0.25% + AED 270) — — 10,270
Mortgage trustee fee incl. VAT — — 4,200
Bank arrangement fee (up to 1%) — — 40,000
Valuation fee (typical) — — 3,000
Total 27,245 (6.8%) 96,445 (6.4%) 367,415 (7.3%)

Indicative 2026 costs for ready property bought through an agent. DLD figures from the DLD fee schedules; agency and bank fees are market norms and vary. Map fee assumed at AED 225.

Two things stand out. First, the percentage is higher on small properties, because the fixed fees weigh more. Second, on a financed purchase the cash needed at transfer is far larger than the fees alone: the AED 5 million villa above needs the AED 1 million deposit plus about AED 367,000 of costs, or roughly AED 1.37 million in cash. You can model your own numbers in our Dubai mortgage calculator, and see what those villa prices look like community by community in Dubai villa prices 2026.

Can you reduce or avoid DLD fees?

The 4% itself cannot be avoided on a sale, but the amount you personally pay can be reduced in four legitimate ways.

  1. Negotiate the split. Ask the seller to pay their 2%, as the DLD schedule assigns. It is more achievable in a buyer's market.
  2. Take a developer incentive. "4% DLD paid" offers on new launches are genuine savings, as long as the base price has not been raised to fund them.
  3. Buy direct from the developer where possible, which removes the 2% agency commission, often the second-largest cost.
  4. Use the gift route for family transfers, at 0.125% rather than 4%.

One thing that does not reduce the fee is Dubai's First-Time Home Buyer programme. Launched in July 2025 for UAE residents buying their first Dubai home up to AED 5 million, it offers priority access to launches, preferential pricing and tailored mortgages. By June 2026 it had more than 3,200 buyers and AED 5 billion in sales. The official announcements do not include a waiver or deferral of the 4% transfer fee, whatever some marketing claims.

Frequently asked questions

How much are DLD fees in Dubai?

The main DLD fee is 4% of the purchase price. Fixed DLD charges add about AED 745 (AED 250 title deed, AED 250 unit registration, AED 225 map, AED 10 knowledge and AED 10 innovation fees), and the registration trustee charges AED 4,000 + VAT for properties of AED 500,000 or more.

Who pays the 4% DLD fee in Dubai?

The Dubai Land Department assigns 2% to the buyer and 2% to the seller, but by market convention the buyer usually pays the full 4%. It is negotiable, and developers often pay it as an incentive on new off-plan launches.

Do you pay DLD fees on off-plan property?

Yes. Off-plan sales are registered in the DLD's Oqood system at the same 4%, plus AED 10 knowledge and AED 10 innovation fees, and must be registered within 90 days of signing. There is no second 4% when the Oqood becomes a title deed at handover.

What is the DLD mortgage registration fee?

0.25% of the loan amount plus the AED 250 title deed fee and AED 20 in knowledge and innovation fees, with a service partner fee of AED 4,000 + VAT, or AED 5,000 + VAT for an off-plan mortgage.

What is the total cost of buying property in Dubai on top of the price?

Roughly 6% to 7.5%. On a ready AED 5 million villa bought through an agent it is about 6.2% for a cash buyer and about 7.3% with an AED 4 million mortgage, once agency commission, trustee, mortgage registration and bank fees are included.

Is the DLD fee different for first-time buyers?

No. Dubai's First-Time Home Buyer programme, launched in July 2025, offers priority access, preferential pricing and tailored mortgages on homes up to AED 5 million, but the official announcements do not include any reduction of the 4% transfer fee.

How much is the DLD fee to gift property to family?

0.125% of the property's valuation, with a minimum of AED 2,000, plus title deed and map fees, for a transfer to a first-degree relative.
